Rebecca Dawn Kaplan (born September 17, 1970) is a Canadian-born American attorney and politician who has served as an at-large member of the Oakland City Council since 2009. She is a member of the Democratic Party. Kaplan was elected to an at-large seat on the Oakland City Council in 2008. She was the youngest and first openly LGBTQ+ member of the Oakland City Council.
