- Das Office of Rail and Road (ORR) ist eine unabhängige Behörde im Vereinigten Königreich, die Aufsichtskompetenzen für den Eisenbahnverkehr in Großbritannien (England, Wales und Schottland), sowie den Straßenverkehr in England, hat. Bis April 2015 führte das ORR die Bezeichnung Office of Rail Regulation. Als Eisenbahnbehörde ist es seit 2004 zuständig für die Sicherheit des Eisenbahnverkehrs, für die Aufsicht über die Infrastrukturbetreiber HS1 Ltd. (Betreiber der Hochgeschwindigkeitsstrecke High Speed 1 zwischen London und dem Eurotunnel) und Network Rail (Betreiber des ehemals British Rail gehörenden übrigen Streckennetzes) und die britischen Eisenbahnverkehrsunternehmen sowie für die Gewährleistung der Fahrgastrechte. Zum 1. April 2015 übernahm das ORR unter Änderung des Namens auch die Zuständigkeit für die Sicherheit und das Monitoring von , der englischen Straßenbaubehörde, im Straßenbereich besitzt es also nur in England Kompetenzen. - L'Office du rail et de la route (ORR, Office of Rail and Roads) est l'agence gouvernementale britannique chargée de la régulation du secteur ferroviaire et autoroutier national. Il a été institué le 5 juillet 2004 par la loi sur les chemins de fer et la sécurité des transports (Railways and Transport Safety Act) de 2003, en remplacement de l'ancien ORR (Office of the Rail Regulator). L'ORR a un statut de département « non-ministériels » (Non-ministerial government department) : c'est une autorité régulatrice indépendante, plus précisément un ministère qui ne dépend pas de l'exécutif et n'est pas dirigé par un ministre, mais répond directement devant le Parlement. Les principales missions de l'ORR en matière de régulation du système ferroviaire sont les suivantes :
* Régulation de Network Rail. Il contrôle sa gestion de l'infrastructure ferroviaire britannique et s'assure du respect des règles et condition des licences ferroviaires (network licences) octroyées par l'ORR, comprenant des conditions d'exploitation relatives à la gestion du réseau ferroviiares, la transmission d'informations de nature à exercer une suivi économique et des obligations de sécurité.
* attribution des licences d'entreprises ferroviaires ;
* L'ORR régule les droits d'accès des exploitants au réseau ferroviaire : aux gares et aux infrastructures et ateliers de maintenance(dépôts) ;
* L'ORR fixe des exigences en matière d'activité et de financement pour chaque période de surveillance (control period), garantissant l'accès équitable au marché de l'exploitation du système ferroviaire, et chargé du respect des termes de la licence ferroviaire.
* L'ORR régule la LGV HS1 (Londres–Folkestone) et le Tunnel sous la Manche, par un accord transfrontalier transférant la compétence partagee avec l'Autorité de régulation des transports française (ART).
* It connait également des litiges en appel, surveille l'état du reseau et surveille l'activité concurrentielle des services ferrés en Irlande du Nord.
* L'ORR agit comme autorité de la concurrence pour les services ferroviaires et assure la protection du droit de la consommation pour des litiges relatifs au transport ferroviaire.

ORR regulates Network Rail by setting its activities and funding requirements for each Control Period, ensuring train operators have fair access to the railway network, and enforcing compliance with its network licence. ORR also regulates High Speed 1, the Channel Tunnel, and also acts as the appeal body, controls the network statement and monitors the competitive situation of rail services in Northern Ireland. It is the competition authority for the railways and enforces consumer protection law in relation to the railways. From April 2015, ORR assumed responsibility for monitoring National Highways' management of the strategic road network – the motorways and main 'A' roads in England – and advising the Secretary of State for Transport on the levels of funding and performance requirements for each Road Period. L'ORR è stato costituito il 5 luglio 2004 ed è subordinato al Dipartimento per i trasporti. L'organo amministrativo conta 280 dipendenti. L'incarico dell'ORR comprende sia la sicurezza sulle ferrovie che l'economia nel settore ferroviario, compresa la manutenzione da parte di Network Rail dell'infrastruttura ferroviaria del Paese. Dopo l'istituzione di Highways England nell'aprile 2015, all'ORR è stata affidata anche la responsabilità della supervisione delle strade statali inglesi, e il nome è stato cambiato da Office of Rail Regulation a Office of Rail and Road.
