Hsu had reportedly accepted NT$10 million from Chou, and subsequently ruled in a 2001 court case that Chou was not guilty of electoral fraud during his tenure as vice speaker of the Tainan County Council. Hsu was impeached by the Control Yuan in November 2008, and removed from office in June 2009. Chou is married to Chen Hsiu-hsia. He switched party affiliations from the Kuomintang to the People First Party (PFP) on 14 August 2015. Chou resigned as secretary-general of the Tainan City Council in September 2015 to take a position on James Soong's 2016 presidential campaign.
