Cecelia Carolina Bell (born December 26, 1970) is an American freelance author and illustrator born in Richmond, Virginia. She attended College of William and Mary as an art major and went on to get a graduate degree in illustration and design at Kent State University in 1991. She became a freelance commercial artist, illustrator and designer for an array of projects before beginning her career as a full-time author illustrator, Her work has appeared in The Atlantic Monthly, Vegetarian Times, Newsweek, Los Angeles Times, Working Woman, Esquire and many other publications. Bell is married to children's author Tom Angleberger. She won the Newbery Medal Honor and Eisner Award for her book El Deafo.

Se trata de una obra autobiográfica en la que la autora explica las vivencias de su niñez en relación con su problema de sordera como consecuencia de una meningitis. Debe adaptarse a un entorno en el que le resulta difícil hacer amigos porque su problema no es bien comprendido por otros niños. Sin embargo, gracias a su audífono descubre que tiene el poder de oír cosas que nadie más puede. En las ilustraciones del cómic, los personajes tienen forma de conejo.
