- André Franco Montoro (Portuguese: [ɐ̃ˈdrɛ ˈfrãku mõˈtoru]; 14 July 1916 – 16 July 1999) was a Brazilian politician and lawyer. He was born in São Paulo as the son of André de Blois Montoro and Tomásia Alijostes. He was a senator and governor of São Paulo. He was a member of several parties, such as PDC, MDB, PMDB and one of the founders of PSDB. He was also a law philosopher and a professor at PUC-SP, who wrote several law books. Montoro is credited as being one of the key figures in the Diretas Já movement, along with Tancredo Neves and Ulysses Guimarães, which helped to bring about the return of direct elections to Brazil. The São Paulo-Guarulhos International Airport is named after him. (en)

Tuvo una larga carrera política, siendo concejal, diputado estatal y diputado federal en tres ocasiones entre 1959 y 1971. Fue Ministro de Trabajo en el gobierno de Tancredo Neves y senador entre 1971 y 1983. Asumió el gobierno del Estado de São Paulo el 15 de marzo de 1983. Como gobernador, entre otras acciones, descentralizó la administración del estado en 42 regiones de gobierno. Tras su etapa como gobernador, Montoro fundó el Partido de la Social Democracia Brasileña en 1988, siendo su primer presidente. Obtuvo el puesto de diputado federal de nuevo, en 1995. Se mantendría en ese puesto hasta su muerte, en 1999.
