El 1974 deixà la SFIO per la seva aliança amb el PSF i amb l'antic comunista va fundar el el 1972, amb el que formà part del el 1974 i en fou elegit diputat a l'Assemblea Nacional Francesa de 1973 a 1978. El 1973 fou fundador del , amb el que fou candidat a les eleccions presidencials franceses de 1974, però només va obtenir el 0,7% dels vots. Zunächst war Muller als Schriftsetzer und dann als Direktor einer Druckerei tätig. Er setzte sich politisch ein und trat der sozialdemokratischen Partei Section française de l’Internationale ouvrière bei. Über einen langen Zeitraum, von 1956 bis 1981, war er Bürgermeister von Mülhausen (fr.: Mulhouse). Von 1958 bis 1962 saß er für die Sozialisten im Generalrat des Départements Haut-Rhin. Als Reaktion auf die Zusammenarbeit der SFIO mit der Parti communiste français (Kommunistische Partei) trat er 1970 aus der Partei aus. Er wiederum gründete zusammen mit einem ehemaligen Kommunisten, (1911–1992), die (Partei der Sozialistischen Demokratie). Zwischen 1973 und 1978 saß er für das Mouvement réformateur (Reformbewegung), ein Parteienbündnis, dem seine Partei angehörte, erneut im Generalrat. Im Dezember 1973 war er Mitbegründer und Vizepräsident der . Bei der Präsidentschaftswahl 1974 trat er an und kam auf 0,69 Prozent der Stimmen. Fue el candidato del Partido Social demócrata de Francia en las elecciones presidenciales de 1974 donde obtuvo sólo el 0.69% de los votos. Comenzó como miembro de la Sección Francesa de la Internacional Obrera (SFIO), antes de abandonar el partido como protesta contra su alianza con el Partido Comunista Francés. Entonces fundó el Partido de la Democracia Socialista (PDS), con el que se integró en el grupo político Movimiento Reformista en 1972. En diciembre de 1973 funda el Movimiento Social demócrata de Francia (MSDF). El MSDF le nombra candidato para las elecciones presidenciales de 1974 donde obtuvo sólo el 0.69% de los votos. En 1981 es relevado, por Joseph Klifa, como Alcalde de Mulhouse, cargo que ostentaba desde 1956. También dejó de ser diputado en 1981 donde había representado a Haut-Rhin desde 1958.

He was the candidate of the Democratic Socialist Movement of France in the 1974 French presidential election, where he won only 0.69% of the vote. He was at first a member of the French Section of the Workers' International (SFIO), before leaving the party in 1970 to protest its alliance with the French Communist Party. He then founded the Party of Socialist Democracy (PDS), which participated in the Reforming Movement in 1972. In December 1973 he founded the Democratic Socialist Movement of France, or MDSF. The MDSF nominated him as its candidate in 1974 French presidential election, where he won only 0.69%. In 1981, he was succeeded by Joseph Klifa as mayor of Mulhouse. He had held the city since 1956. He also stepped down as deputy in 1981; he had represented the Haut-Rhin since 1958.
