- قرار مجلس الأمن التابع للأمم المتحدة رقم 855، المعتمد في 9 آب / أغسطس 1993، بعد إعادة التأكيد على قرارات إنهاء النزاع في يوغوسلافيا السابقة والاستماع إلى بيانات من منظمة الأمن والتعاون في أوروبا وجمهورية يوغوسلافيا الاتحادية (صربيا والجبل الأسود)، دعا المجلس صربيا والجبل الأسود إلى إعادة النظر في رفضهما لبعثات منظمة الأمن والتعاون في أوروبا في أراضيهما. وأشير إلى بعثات منظمة الأمن والتعاون في أوروبا كمثال للدبلوماسية الوقائية التي ساهمت بشكل كبير في تعزيز الاستقرار والتصدي لخطر العنف في كوسوفو وساندجاك وفويفودينا. وقد عقد المجلس العزم على تجنب أي امتداد للصراع في يوغوسلافيا السابقة، وأولى أهمية لرصد المجتمع الدولي للحالة في كوسوفو وساندجاك وفويفودينا. وحث صربيا والجبل الأسود على إعادة النظر في قراريهما، وأوصى بالتعاون مع منظمة الأمن والتعاون في أوروبا حتى يمكن اتخاذ خطوات لاستئناف المراقبة والموافقة على زيادة عدد المراقبين. واختتم القرار بدعوة السلطات في صربيا والجبل الأسود إلى ضمان سلامة وأمن المراقبين والسماح لهم بالوصول دون عوائق اللازمة لإكمال مهمتهم. تم اعتماد القرار بأغلبية 14 صوتاً وامتناع الصين عن التصويت. - La Resolució 855 del Consell de Seguretat de les Nacions Unides fou adoptada el 9 d'agost de 1993. Després de reafirmar les resolucions de les Nacions Unides per acabar amb el conflicte a l'antiga Iugoslàvia i escoltar les representacions de l'Organització per a la Seguretat i la Cooperació a Europa (OSCE) i la República Federal de Iugoslàvia (Sèrbia i Montenegro), el Consell convida a Sèrbia i Montenegro a reconsiderar el seu rebuig a permetre les missions de l'OSCE al seu territori. Les missions de l'OSCE foren assenyalar com un exemple de diplomàcia preventiva que havia contribuït enormement a promoure l'estabilitat i contrarestar el risc de violència a Kosovo, Sandžak i Vojvodina. - United Nations Security Council resolution 855, adopted on 9 August 1993, after reaffirming resolutions at putting an end to the conflict in the former Yugoslavia and hearing representations from the Organization for Security and Co-operation in Europe (OSCE) and the Federal Republic of Yugoslavia (Serbia and Montenegro), the council called upon Serbia and Montenegro to reconsider its refusal to allow OSCE missions in its territory. The OSCE missions were noted as an example of preventive diplomacy which had greatly contributed to promoting stability and counteracting the risk of violence in Kosovo, Sandžak and Vojvodina. The council was determined to avoid any extension of the conflict in the former Yugoslavia and attached importance to the international community monitoring the situation in Kosovo, Sandžak and Vojvodina. Urging Serbia and Montenegro to reconsider its decision, it recommended co-operation with the OSCE so that steps could be taken to resume monitoring and agree to an increase in the number of monitors. The resolution concluded by calling on the authorities in Serbia and Montenegro to ensure the safety and security of the monitors and allow them unimpeded access necessary to complete their mission. Resolution 855 was adopted by 14 votes to none, with one abstention from China. (en)
