- L'État d'urgence en Russie (en russe : Чрезвычайное положение в Российской Федерации) est un régime juridique particulier introduit dans le pays ou dans une ou plusieurs régions individuelles, pour se protéger contre une menace interne. L'état d'urgence implique la restriction des droits et libertés des citoyens et de toutes les personnes morales, ainsi que l'imposition, pour ces citoyens, d'obligations supplémentaires. L'état d'urgence est instauré en cas de troubles violents ou d'affrontements, de tentative de coup d'État, de catastrophe d'origine naturelle ou humaine. L'état d'urgence doit être distingué du régime de la loi martiale qui est instauré en cas de menace extérieure. La procédure de mise en place et de levée de l'état d'urgence en Russie est régie par la loi constitutionnelle fédérale « Sur l'état d'urgence » (de 2001), qui a remplacé la loi de 1991 du même nom. Auparavant, la Douma d'État avait tenté à plusieurs reprises d'élaborer et d'adopter une loi régissant l'état d'urgence, en particulier à l'occasion de l'état d'urgence qui fut instauré sur certaines parties du territoire d'Ossétie du Nord et d'Ingouchie (1992-1995), mais aucune de ces tentatives n'avait abouti. - State of emergency in Russia (Russian: чрезвычайное положение в Российской Федерации) is a special legal regime that is introduced in the country or its individual regions to protect against an internal threat. The state of emergency involves restricting the rights and freedoms of citizens and legal entities, as well as imposing additional duties on them. In this case, the state of emergency, which is introduced in the case of violent unrest or clash, coup attempt, natural disaster or man-made disaster, should be distinguished from the martial law regime that is introduced in the event of external aggression. The procedure for introducing and lifting a state of emergency in Russia is regulated by the federal constitutional law "On the State of Emergency" (2001), which replaced the 1991 law of the same name. Earlier, the State Duma made several attempts to prepare and adopt a law, especially during the state of emergency on parts of the territory of North Ossetia and Ingushetia (1992–1995), but none of these attempts were successful. Режим чрезвычайного положения предполагает ограничение прав и свобод граждан и юридических лиц, а также возложение на них дополнительных обязанностей. При этом режим чрезвычайного положения, который вводится в случае сопровождающихся насилием беспорядков или столкновений, попытки переворота, стихийном бедствии или техногенной катастрофе, следует отличать от режима военного положения, который вводится в случае внешней агрессии. Порядок введения и отмены чрезвычайного положения в России регулируется федеральным конституционным законом от 30 мая 2001 года № 3-ФКЗ «О чрезвычайном положении», который заменил одноимённый закон 1991 года. Ранее Государственная дума предпринимала несколько попыток подготовки и принятия закона, особенно в период действия режима чрезвычайного положения на части территории Северной Осетии и Ингушетии (1992—1995), однако ни одна из этих попыток не увенчалась успехом.
