- يعرف الإتجار بالجنس بأنه نقل الأشخاص عن طريق الإكراه والخداع أو القوة إلى ظروف استغلالية وشبيهة بالرق، ويرتبط عادة بالجريمة المنظمة، وقد أصبحت «ألمانيا» مركزا للاستغلال الجنسي للشابات من أوروبا الشرقية، فضلا عن مجال نشاط لمجموعات الجريمة المنظمة من جميع أنحاء العالم.وفي حين أن الإتجار بالبشر موجود منذ قرون في جميع أنحاء العالم، فقد أصبح قلقا متزايدا بالنسبة للبلدان الواقعة في الجزء البلقاني من جنوب أوروبا منذ سقوط الشيوعية، ففي عام 1997 وحده، تم بيع ما يصل إلى 000 175 شابة من روسيا، وكذلك الاتحاد السوفياتي السابق وأوروبا الشرقية، كسلع أساسية في أسواق الجنس في البلدان متقدمة النمو في أوروبا والأمريكتين، كما تفيد الأمم المتحدة بأن 4 ملايين شخص في السنة يجري تداولهم ضد إرادتهم للعمل في شكل أو آخر من أشكال العبودية.وتركز التدابير المتخذة لمكافحة الإتجار بالنساء على التشريعات الجنائية والعقوبات الأشد صرامة، وتحسين التعاون الشرطي الدولي، كما أن هناك حملات إعلامية واسعة صممت لتكون مفيدة للجمهور، فضلا عن صانعي السياسات والضحايا المحتملين، وفي مختلف البلدان التي لا تزال فيها التدابير التشريعية لمكافحة الإتجار في مراحلها الأولى، تعتبر هذه الحملات الإعلامية هامة في منع الإتجار. - Le trafic sexuel est le recrutement de personnes par la coercition, la fraude ou la violence pour les livrer à l'exploitation sexuelle, qui est un esclavage sexuel et une forme d'esclavage contemporain ; il est souvent corrélé au crime organisé. En Europe, la vente de jeunes femmes à des fins d'esclavage sexuel fait partie des activités criminelles en plein essor. La traite des êtres humains prend une tournure inquiétante dans les pays balkaniques d'Europe du Sud depuis la chute du Bloc communiste. Pendant la seule année 1997, jusqu'à 175 000 jeunes femmes issues d'anciens pays du bloc de l'Est, d'Europe de l'Est et d'Europe centrale sont vendues comme des marchandises pour l'industrie du sexe dans des pays développés d'Europe et du continent américain. Les difficultés économiques et les espoirs de prospérité ont rendu de nombreuses personnes très vulnérables aux dangers de la traite des êtres humains, soit à l'intérieur de leur pays, soit à destination d'autres pays en Europe et dans le monde. Les Nations unies annoncent que, chaque année, 4 millions de personnes sont vendues, contre leur gré, pour tomber dans une forme de servitude. La lutte contre la traite des femmes repose surtout sur le durcissement de la législation et des peines ainsi que sur le renforcement de la coopération policière internationale. De vastes campagnes médiatiques visent à sensibiliser le public, les décideurs politiques et les victimes potentielles. - Sex trafficking is defined as the transportation of persons by means of coercion, deception and/or forced into exploitative and slavery-like conditions and is commonly associated with organized crime. Germany has become a "center for the sexual exploitation of young women from Eastern Europe, as well as a sphere of activity for organized crime groups from around the world". The selling of young women into sexual slavery has become one of the fastest-growing criminal enterprises in the European Union. While human trafficking has existed for centuries all over the world, it has become an increasing concern for countries in the Balkan part of southern Europe since the fall of Communism. In 1997 alone as many as 175,000 young women from the former Soviet Union and Eastern and Central Europe were sold as commodities in the sex markets of the developed countries in Europe and the Americas. Economic hardship and promises of prosperity have left many individuals vulnerable to trafficking within their countries and to destinations in other parts of Europe and the world. The United Nations reports that 4 million people a year are traded against their will to work in one or another form of servitude. The measures against the trafficking of women focus on harsher criminal legislation and punishments and improving international police cooperation. There are vast media campaigns that are designed to be informative to the public, as well as policymakers and potential victims. In various countries where legislative measures against trafficking are still in their infancy, these media campaigns are important in preventing trafficking. (en)
