- Der Dienst für Außenpolitische Instrumente (FPI) ist eine Generaldirektion der Europäischen Kommission. Sie wird von dem Hohen Vertreter Josep Borell geleitet. - Le Service des instruments de politique étrangère (FPI) est un service (Direction générale) de la Commission européenne créé en réponse à la création du Service européen pour l'action extérieure (SEAE). Le SEAE a fusionné la direction générale des relations extérieures de la Commission (et divers autres services) avec ses homologues du Conseil de l'Union européenne. Le Service est un département de la Commission qui gère les questions de politique étrangère dans le cadre du mandat de la Commission ; les domaines non transférés au SEAE et qui ne relèvent pas du mandat de la DG Développement et coopération d'EuropeAid. Il travaille avec le SEAE dans le même bâtiment, le bâtiment Triangle à Bruxelles. Il gère des programmes tels que l' Instrument de Stabilité pour la réaction aux crises, qui est partagé entre la Commission et le SEAE. Plus précisément, son travail comprent:
* la politique étrangère et de sécurité commune (PESC);
* l'Instrument contribuant à la Stabilité et à la Paix (IcSP) - L'IcSP est un instrument de l'UE visant à soutenir les initiatives de sécurité et les activités de consolidation de la paix dans les pays partenaires. Il a été créé en 2014 pour prendre le relais de l'Instrument de Stabilité (IfS).
* l'instrument de partenariat
* l'Instrument de Coopération avec les Pays Industrialisés (ICI) ; et
* Missions d'Observation Électorale (MOE). Le FPI est également chargé de gérer certains instruments de régulation de la politique étrangère :
* sanctions PESC;
* Système de certification du Processus de Kimberley (pour les diamants bruts) ; et la
* Prévention du commerce de biens susceptibles d'être utilisés pour la peine capitale ou la torture. (fr)
- The Service for Foreign Policy Instruments (FPI) is a department (Directorate-General) of the European Commission set up in response to the establishment of the European External Action Service (EEAS). The EEAS merged the Commission's Directorate-General for External Relations (and various other departments) with its counterparts in the Council of Ministers. The Service is a Commission department managing foreign policy issues within the Commission's mandate; those areas not transferred to the EEAS and which fall outside the mandate of the EuropeAid Development and Cooperation DG. It works with the EEAS in the same building, the Triangle building in Brussels. It manages programmes such as the crisis response Instrument for Stability, which is shared between the Commission and EEAS. Specifically its tasks include:
* the Common Foreign and Security Policy (CFSP);
* the Instrument contributing to Stability and Peace (IcSP) - The IcSP is an EU instrument to support security initiatives and peace-building activities in partner countries. It was established in 2014 to take over from the Instrument for Stability (IfS).
* the Partnership Instrument
* the Instrument for Cooperation with Industrialised Countries (ICI); and
* Election Observation Missions (EOMs). The FPI is also responsible for managing some foreign policy regulatory instruments:
* CFSP sanctions;
* Kimberley Process certification scheme (for rough diamonds); and
* Prevention of trade in goods that could be used for capital punishment or torture (en)
