Per Alfred Utsi (born 8 March 1939 in Tana) is a Norwegian politician for the Labour Party. He was elected to the Norwegian Parliament from Finnmark in 1977, and was re-elected on one occasion. He had previously served as a deputy representative during the terms 1969–1973 and 1973–1977. During the latter term he served as a regular representative meanwhile Annemarie Lorentzen was appointed to the second cabinet Bratteli and the cabinet Nordli.
