The Medicaid Estate Recovery Program (MERP) is a process initiated by state governments in the United States for recovering payments made under the Medicaid program to its beneficiaries. The government recovers the sum of payments from the estate at the time of death of the program beneficiary. The moral justification for the process has been stated as “if you’re receiving a public benefit and the state is trying to support you, you should give back if you are able."
