- La Iniciativa Mérida (a veces llamada Plan Mérida o Plan México) es un programa de cooperación de seguridad establecido por los Estados Unidos en acuerdo con México y los países de Centroamérica para combatir el narcotráfico y el crimen organizado. El acuerdo fue aceptado por el Congreso de los Estados Unidos y activado por el expresidente George W. Bush el 30 de junio del 2008. México es la ruta principal por la que transita cocaína y otras drogas destinadas al consumo en los Estados Unidos y el gobierno estadounidense calcula que los narcotraficantes mexicanos lucran unos veintitrés mil millones de dólares al año. Entre las instituciones norteamericanas que están involucradas se encuentran el Departamento de Estado y el Departamento de Justicia, el Consejo Nacional de Seguridad, el Pentágono, la Agencia Central de Inteligencia (CIA), el FBI, la agencia antidrogas DEA y por parte de México: el Congreso de la Unión, la Secretaría de la Defensa Nacional, la Armada de México, la Secretaría de Seguridad y Protección Ciudadana y la Fiscalía General de la República. - The Mérida Initiative (named after Mérida (Yucatán), the city where it was agreed upon, also called Plan Mexico, in reference to Plan Colombia) is a security cooperation agreement among the United States, the government of Mexico and the countries of Central America, with the declared aim of combating the threats of drug trafficking, transnational organized crime and money laundering. The assistance includes training, equipment and intelligence. In seeking partnership with the United States, Mexican officials point out that the illicit drug trade is a shared problem in need of a shared solution and remark that most of the financing for the Mexican traffickers comes from American drug consumers. U.S. law enforcement officials estimate that US$12 to 15 billion per year flows from the United States to the Mexican traffickers and that is just in cash and excludes the money sent by wire transfers. Other government agencies, including the Government Accountability Office and the National Drug Intelligence Center, have estimated that Mexico's cartels earn upwards of $23 billion per year in illicit drug revenue from the United States. U.S. State Department officials were aware that former Mexican President Felipe Calderón's willingness to work with the United States was unprecedented on issues of security, crime and drugs. The initiative was announced on 22 October 2007 and signed into law on June 30, 2008. As of March 2017, $1.6 billion of Mérida assistance had been delivered to Mexico, including 22 aircraft. (en)
- L'initiative de Mérida est un projet d'aide extérieure des États-Unis à destination du Mexique et d'autres pays d'Amérique centrale et des Caraïbes. Lancé en octobre 2007 par le Congrès des États-Unis, ce plan, concrétisé par une loi du 30 juin 2008 promulguée sous l'administration Bush, prend place dans le cadre de la campagne des États-Unis contre l'usage de stupéfiants ainsi que les opérations armées au Mexique contre les narco-trafiquants, entamée en 2006 sous Felipe Calderón. La majorité des fonds accordés visent à moderniser les forces militaires engagées dans les opérations contre le trafic de stupéfiants (près de 40 % des fonds accordés au Mexique sont versés aux forces armées), une minorité étant aussi versée afin de soutenir la réorganisation de la justice ou de sensibiliser les citoyens contre les stupéfiants. Dans ce cadre, une partie importante des fonds ne sort en fait jamais des États-Unis, puisqu'elle sert à acheter de l'équipement au complexe militaro-industriel des États-Unis, qui est ensuite transféré aux pays bénéficiaires du plan. Le 8 septembre 2021, un nouvel accord bilatéral remplace cette initiative. (fr)
