In the PRC, there are two main legislative-making organs, the National People's Congress and its Standing Committee. The ROC, however, also has the Legislative Yuan, which is based on the Three Principles of the People, as set by Dr. Sun Yat-sen. Until the constitutional reforms in 1991, the ROC operated the Chinese National Assembly and the Control Yuan which formed the tricamerial parliament along with the Legislative Yuan in the 1947 Constitution.
