- The Kigali Amendment to the Montreal Protocol is an international agreement to gradually reduce the consumption and production of hydrofluorocarbons (HFCs). It is a legally binding agreement designed to create rights and obligations in international law. The Montreal Protocol was originally created to preserve and restore the ozone layer; participating countries agreed to phase out chlorofluorocarbons (CFCs), gases that had been causing ozone depletion. HFCs do not contain chlorine, so they do not cause ozone depletion, and therefore have been replacing CFCs under the Protocol. However, HFCs are powerful greenhouse gases that contribute to climate change, so this amendment adds HFCs to the list of chemicals that countries promise to phase down. As of October 31, 2022, 144 states and the European Union have ratified the Kigali Amendment. (en)
- L'accord de Kigali est un amendement au Protocole de Montréal : faisant suite à l'interdiction des gaz de type chlorofluorocarbure (CFC) convenue en 1985, il prévoit l'abandon progressif des gaz de type hydrofluorocarbones (HFC) . Il a été adopté à l'occasion de la vingt-huitième Réunion des Parties au Protocole de Montréal tenue le 15 octobre 2016 à Kigali. les Parties sont parvenues à un accord sur une réduction progressive de la consommation et de la production des HFC. Formellement, il s'agit de la décision XXVIII/1, modifiant le Protocole (l’Amendement de Kigali) . L’Amendement de Kigali est un accord international juridiquement contraignant conçu pour créer des droits et des obligations en droit international. L’Amendement n’est juridiquement contraignant pour une Partie que s’il est entré en vigueur à l’égard de celle-ci En date du 24 juillet 2020, 99 États et l'union européenne avait ratifié l'amendement. - Amendemen Kigali untuk Protokol Montreal adalah perjanjian internasional yang dirumuskan dengan tujuan untuk mengurangi konsumsi dan produksi hidrofluorokarbon secara bertahap. Hidrofluorokarbon merupakan pengganti gas yang mengakibatkan lubang ozon karena gas hidrofluorokarbon tidak berdampak terhadap lapisan ozon. Namun, gas ini merupakan gas rumah kaca, sehingga Amendemen Kigali dimaksudkan untuk menanggulangi perubahan iklim. Amendemen ini disepakati dalam Pertemuan Negara-negara Pihak Protokol Montreal ke-28 pada 15 Oktober 2016 di Kigali, Rwanda. Amendemen ini ditetapkan dalam Keputusan XXVIII / 1. Amendemen Kigali merupakan perjanjian internasional yang mengikat secara hukum, tetapi hanya berlaku untuk negara yang telah meratifikasi amendemen ini. Pada 15 Januari 2021, 112 negara dan Uni Eropa telah meratifikasi Amendemen Kigali. (in)
