De 2004 a 2010 fue gobernador de Chihuahua, con anterioridad había ocupado los cargos de alcalde de la capital del estado y diputado federal. En el gobierno de Enrique Peña Nieto se desempeñó como titular del Fovissste y del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE). (es)

Tijdens Baeza's termijn escaleerde het drugsgeweld in Chihuahua, dat nu met grote afstand het hoogste moordcijfer van Mexico heeft. Op 22 februari 2009 overleefde hij zelf een aanslag op zijn leven.
