- The Declaration on the Creation of the Union of Soviet Socialist Republics is a historical document which, together with the Treaty on the Creation of the USSR, formed the constitutional basis for the creation of the Union of Soviet Socialist Republics as a multinational state. The Declaration stated the reasons necessitating the formation of a union between all existing Soviet republics into one united socialist state and expressed willingness to undertake a 'permanent revolution', exporting the Socialist Revolution to other states, primarily in the West, as evidenced by the recent Polish-Soviet War. The Declaration also stressed that the creation of the Union of the Soviet Socialist Republics was a voluntary union of peoples with equal rights, whereby each Soviet republic retained the right to freely secede from the Union, a provision that was used as the legal basis for the independence of several republics and the subsequent dissolution of the Union in 1991. The draft declaration was endorsed on 29 December 1922, by a conference of plenipotentiary delegations from the Russian SFSR, the Ukrainian SSR, Byelorussian SSR, and the Transcaucasian SFSR. On 30 December 1922, the declaration together with the Treaty on the Establishment of the USSR was adopted by the First Congress of Soviets of the USSR. - La Déclaration sur la création de l'URSS est un document historique qui, avec le Traité sur la création de l'URSS, a formé la base constitutionnelle pour la création de l'Union des républiques socialistes soviétiques en tant qu'État multinational. La Déclaration indiquait les raisons nécessitant la constitution d'une union entre toutes les républiques soviétiques en un État socialiste uni et exprimait la volonté d'entreprendre une « révolution permanente », en exportant la révolution socialiste dans d'autres États, principalement à l'Ouest, comme en témoignait la récente guerre soviéto-polonaise. La Déclaration soulignait également que la création de l'Union des républiques socialistes soviétiques était une union volontaire de peuples avec des droits égaux, en vertu de laquelle chaque république soviétique conservait le droit de faire sécession de l'Union, disposition qui fut utilisée comme base légale pour l'indépendance de plusieurs républiques et la dissolution finale de l'Union en 1991. - La Dichiarazione sulla creazione dell'URSS (in russo: Декларация об образовании Союза Советских Социалистических Республик?, traslitterato: Deklaracija ob obrazovanii Sojuza Sovetskich Socialističeskich Respublik) è un documento storico che, assieme al trattato sulla creazione dell'URSS, costituì le basi costituzionali per la creazione dell'Unione Sovietica come uno Stato multinazionale. La Dichiarazione affermava le ragioni che rendevano necessaria l'unione delle Repubbliche sovietiche esistenti in un unico Stato socialista unito ed esprimeva la volontà di intraprendere una "rivoluzione permanente", esportando la rivoluzione socialista in altri Paesi, soprattutto a ovest, come evidenziato dalla guerra sovietico-polacca. La Dichiarazione poneva l'accento anche sul fatto che l'URSS era un'unione volontaria dei popoli con pari diritti, dove ciascuna Repubblica Sovietica avrebbe avuto il diritto di separarsi liberamente dall'Unione, una clausola che sarebbe stata usata come la base legale dell'indipendenza di molte Repubbliche e che avrebbe portato alla dissoluzione dell'Unione Sovietica nel 1991. La bozza della dichiarazione fu approvata il 29 dicembre 1922 da una conferenza di delegazioni plenipotenziarie dalla RSFS Russa, RSS Ucraina, RSS Bielorussa e dalla RSFS Transcaucasica.
