- The Community method (also known as the Union method) refers to decision making processes in the European Union (EU) which emphasize the roles of the supranational decision making bodies such as the European Commission, the European Parliament and the Council of the European Union. The Community method can be contrasted with intergovernmental decision making processes used in the former second and third pillars of the Union in which the European Commission and European Parliament played less important roles, and to intergovernmental cooperation outside of the formal EU processes, such as the Schengen Agreement (1985) before the Treaty of Amsterdam (1997). - Als Gemeinschaftsmethode wird eines der wichtigsten Beschlussfassungsverfahren der Europäischen Union bezeichnet. Im Gegensatz zur intergouvernementalen Methode und der offenen Methode der Koordinierung, bei denen vor allem die Regierungen der EU-Mitgliedstaaten eine zentrale Rolle spielen, stehen bei der Gemeinschaftsmethode die supranationalen Institutionen der EU stärker im Vordergrund. - La méthode communautaire est l'une des méthodes les plus importantes de décision au niveau de l'Union européenne. Contrairement à la méthode intergouvernementale ou à la méthode ouverte de coordination dans lesquelles les gouvernements des États membres jouent un rôle central, les institutions supranationales de l'UE voient avec la méthode communautaire leurs pouvoirs renforcés. Le nom de méthode communautaire date des Communautés européennes qui formaient jusqu'à l'entrée en vigueur du traité de Lisbonne le premier des trois piliers de l'Union européenne. Alors que pour les deux autres piliers la méthode intergouvernementale était appliquée, la méthode communautaire prévalait dans le domaine des Communautés européennes. On parle couramment de « communautarisation » lorsque les autorités décident d'abandonner dans certains domaines la règle de l'unanimité et d'y appliquer désormais la méthode communautaire. (fr)
- Il metodo comunitario è un processo decisionale utilizzato dalla Comunità Europea e dalla Comunità Europea dell'Energia Atomica, che prima del Trattato di Lisbona costituivano il "primo pilastro" della Unione europea, mentre ora sono giuridicamente inglobate nell'Unione europea. Il metodo comunitario è andato a sostituire il metodo intergovernativo, accentuando il carattere di organizzazione sovranazionale di contro a quello di organizzazione internazionale. Si fonda sull'interazione fra tre istituzioni autonome:
* la Commissione europea, organo di individui e non rappresentanti degli stati, che ha il monopolio dell'iniziativa legislativa;
* il Consiglio dell'Unione europea, che rappresenta gli stati membri e adotta le decisioni a maggioranza qualificata, invece che all'unanimità;
* il Parlamento europeo, che svolge una funzione di controllo ed è l'unica istituzione europea a essere eletta direttamente dai suoi cittadini. È essenziale inoltre il ruolo della Corte di Giustizia, che garantisce l'applicazione e l'uniforme interpretazione del diritto comunitario nei diversi stati membri. (it)
- Unionsmetoden, tidigare gemenskapsmetoden, är en överstatlig metod som ligger till grund för lagstiftning och annat beslutsfattande inom Europeiska unionen. Den kan kontrasteras med den mellanstatliga metod som vanligen tillämpas i internationella organisationer. Unionsmetoden karaktäriseras av att Europeiska kommissionen (vars uppgift är att främja unionens allmänna intresse) har ensamrätt att lägga fram lagförslag, att Europaparlamentet och Europeiska unionens råd lagstiftar gemensamt, att rådet fattar beslut med kvalificerad majoritet (och inte med enhällighet) och att EU-domstolen har exklusiv behörighet att tolka lagstiftningen. Gemenskapsmetoden infördes ursprungligen genom Parisfördraget den 23 juli 1952 och präglade i stort sett allt beslutsfattande inom Europeiska gemenskaperna fram till att Maastrichtfördraget trädde i kraft den 1 november 1993. Genom Maastrichtfördraget utökades det europeiska samarbetet till att även omfatta mellanstatliga samarbetsformer, däribland den gemensamma utrikes- och säkerhetspolitiken. Genom Lissabonfördraget, som trädde i kraft den 1 december 2009, ändrade gemenskapsmetoden namn till unionsmetoden. (sv)
