Armando Samper Gnecco (9 April 1920 – 14 September 2010) was a Colombian agronomist and engineer. He served as Minister of Agriculture of Colombia in 1966-67 and 1969-70, and was a founding member of the International Center for Tropical Agriculture, General Director of the Inter-American Institute for Agricultural Sciences (now known as Inter-American Institute for Cooperation on Agriculture) from 1960 to 1966, and Deputy General Director of FAO for Latin America from 1972 to 1974. Graduado en 1943 como Bachelor of Science en ingeniería agrónomica, con especialización en economía agrícola por la Universidad de Cornell, Estados Unidos.​ Desarrolló su carrera académica como investigador en el campo de la economía agrícola en diferentes universidades e instituciones del gobierno nacional, para luego ingresar al Instituto Interamericano de Ciencias Agrícolas (hoy conocido como Instituto Interamericano de Cooperación para la Agricultura) de la OEA en 1949, entidad de la cual llegó a ser Director General entre 1960 y 1966.​ En dos ocasiones, entre 1966 y 1967 y entre 1969 y 1970, ejerció como Ministro de Agricultura de Colombia, bajo el gobierno del Presidente Carlos Lleras Restrepo. Entre 1972 y 1974 fue el Subdirector General de la FAO para América Latina. Desde 1978 dedicó sus esfuerzos al aprovechamiento de la caña de azúcar, como primer director del , hasta 1990; posteriormente fue miembro honorario de su junta directiva y director emérito. (es)
