Lo scopo di tale forza composita e multinazionale era dimostrare la volontà dei paesi aderenti alla NATO di partecipare uniti alla difesa di qualsiasi paese membro, tramite rischieramento veloce di reparti appartenenti a diverse nazioni sui confini minacciati di quel paese.
