A professional employer organisation (PEO) is an outsourcing firm that provides services to small and medium-sized businesses (SMBs). Die PEO geht in Verlauf eine Partnerschaft mit dem Kunden ein, die als „Co-Employment“ bezeichnet wird. Als „Co-Employer“ übernimmt die PEO die administrativen Aufgaben sowie den Großteil der Personalverwaltung. Die fachliche und operative Weisungsbefugnis als Kerngebiet verbleibt in diesem Modell beim Kunden.
