- مستوى عدم التأثير المستمد(DNEL) هو مستوى التعرّض للمادة أعلاه والّتي لا ينبغي أن يتعرّض لها البشر.وفقاً لREACH التشريع، وبمعنى آخر (لوائح المجلس الأوروبي) رقم 1907/2006 من البرلمان الأوروبي ومجلس 18 كانون الأول 2006,الملحق 1 منتجين ومستوردي المواد الكيميائية مطلوبون لحساب مستوى عدم التّأثير المستمدّ كجزء من (CSA) لأية مادة كيميائية تستخدم في كميات من 10 طن أو أكثر سنويّاً. مستوى عدم التّأثير المستمدّ سينشر في (CSR) وللاتصالت الخطيرة ,في صحيفة بيانات السلامة الموسّعة.

- Der DNEL (englisch derived no-effect level), synonym DNEL-Wert, stammt aus Anhang 1, Nummer 1.0.1 der europäischen chemikalienrechtlichen REACH-Verordnung, die am 1. Juli 2007 in Kraft getreten ist. Er beschreibt den Expositionsgrenzwert, unterhalb dessen ein Stoff nach dem Kenntnisstand der Wissenschaft zu keiner Beeinträchtigung der menschlichen Gesundheit führt. Für Stoffe, für die es keine Wirkungsschwelle gibt, hat die Europäische Chemikalienagentur ergänzend den DMEL-Wert eingeführt. Entsprechend der REACH-Verordnung hat der Registrant (Hersteller oder Importeur) eines Stoffes die DNEL-Werte für die wahrscheinlichsten Expositionswege (oral, dermal, inhalativ) und die wahrscheinliche Expositionsdauer und -häufigkeit anzugeben. Je nach möglichen Expositionswegen kann es notwendig sein, verschiedene DNEL-Werte für relevante Verbrauchergruppen (Arbeitnehmer, Verbraucher etc.) anzugeben. Der Weg zur Bestimmung des DNEL-Wertes ist in Anhang 1, Nummer 1.4.0 beschrieben und beruht im Wesentlichen auf toxikologischen Bewertungen der entsprechenden Stoffe. Ist es nicht möglich, einen DNEL-Wert zu ermitteln, zum Beispiel weil bisher keine ausreichenden Daten vorliegen, ist dies nach Anhang 1, Nummer 1.4.2 klar anzugeben und entsprechend zu begründen. DNEL-Werte mit Arbeitsplatzbezug, die von der Europäischen Chemikalienagentur in dieser Form veröffentlicht wurden, enthält die GESTIS-DNEL-Liste der Deutschen Gesetzlichen Unfallversicherung (DGUV). Sie basiert auf einer Zusammenstellung der Berufsgenossenschaft der Bauwirtschaft (BG BAU). Krebserzeugende Substanzen sind mit einem besonderen Hinweis versehen, ebenso Stoffe, für die es in Deutschland einen verbindlichen Arbeitsplatzgrenzwert gibt. Die GESTIS-DNEL-Liste steht sowohl als downloadfähige Excel-Tabelle als auch in Form einer Suchfunktion zur Verfügung. Die GESTIS-DNEL-Liste umfasst Einträge zu über 6000 Stoffen. Eine kommerzielle Nutzung ist nicht erlaubt, es wird keine Haftung übernommen. An den DNEL-Werten wird kritisiert, dass sie sich teilweise um den Faktor fünf von bestehenden Grenzwerten unterscheiden und herstellerabhängig sind. (de)
- The derived no-effect level (DNEL) is the level of exposure to a substance above which humans should not be exposed. The REACH regulation defines them as exposure levels beneath which a substance does not harm human health. According to the EU REACH legislation, manufacturers and importers of chemical substances are required to calculate DNELs as part of their chemical safety assessment (CSA) for any chemicals used in quantities of 10 tonnes or more per year. The DNEL is to be published in the manufacturer's (CSR) and, for hazard communication, in an extended safety data sheet. Correspondent to REACH legislation, the registrant (manufacturer or importer) of a substance has to indicate the DNELs for the most probable way of exposition (oral, dermal, inhalative) and the expected frequency and duration of exposure. Depending on the way of exposure it can be necessary to specify different DNELs for affected persons (employees, consumer, children, pregnant women etc.). The way to determine a DNE, described in Annex I, 1.4., is predominantly based on toxicological assessments of the substances. If it is not possible to identify a DNEL, this has to be clearly stated and fully justified compliant with Annex I, 1.4.2. The GESTIS DNEL list of the German Social Accident Insurance (DGUV) makes workplace-related DNELs available that have been established by manufacturers and importers on their own responsibility and are published in this form by the European Chemicals Agency (ECHA). The DGUV GESTIS DNEL list currently contains DNELs for workers (local and/or systemic effects during long-term inhalation exposure) for about 6,000 substances. Different DNELs for a single substance are presented side-by-side, carcinogens are specially marked. The DNEL list can be used for a risk assessment of tasks involving hazardous substances, for the specification of protective measures, and for the evaluation of their efficiency. Commercial use of data is prohibited without permission, and liability is excluded. (en)
