Robert J. Starks (born October 14, 1945) is an American politician. He served as a Republican member for the 34th, 36th and 118th district of the Florida House of Representatives. Born in Tampa, Florida. Starks attended at the University of South Florida, where he earned his bachelor's degree. He had studied about business administration. In 1986, Starks won the election for the 118th district of the Florida House of Representatives. He succeeded Dexter Lehtinen. In 1988, Starks was succeeded by Tom Easterly for the 118th district. After two years, he won the election for the 36th district for which he had succeeded Tom Drage. Starks was then succeeded by for the 36th district.
