Although different agencies use different names, similar entry-level courses are offered by all recreational diving agencies and consist of a combination of knowledge development (theory), confined water dives (practical training) and open water dives (experience) suitable to allow the diver to dive on open circuit scuba, in open water to a limited depth and in conditions similar to those in which the diver has been trained or later gained appropriate experience, to an acceptable level of safety. Elle certifie que le plongeur est capable de pratiquer la plongée en scaphandre autonome en plongeant avec un binôme de même niveau (ou supérieur) sans être supervisé par un professionnel (Dive Master ou Instructeur). La profondeur maximale recommandée par PADI (d'autres limites sont prioritaires : réglementation nationale, locale) est de 18 mètres pour l'Open Water Diver. En France, seules les certifications délivrées par la FFESSM, la FSGT, l'ANMP, le SNMP, l'UCPA et la CMAS sont reconnues par le Code du Sport. Pour les détenteurs de certifications issues d'autres organismes, la plongée reste possible en France au sein d'un établissement d'APS, après évaluation par le Directeur de Plongée des aptitudes de l'intéressé. Warunkiem zdobycia tych uprawnień jest pozytywne ukończenie kursu. Uczestnikom którzy nie ukończyli 15 roku życia przed zakończeniem kursu nadawany jest stopień Junior Open Water Diver (JOWD). Istnieje możliwość zdobycia niepełnych uprawnień OWD w ramach tego samego ale skróconego kursu pod nazwą Scuba Diver. (pl)
