- منظمة رصد الجرائم في ليبيا هي منظمة حقوقية غير حكومية وغير ربحية تأسست في عام 2019 بمبادرة من نشطاء حقوقيين مستقلين، مسجلة في المملكة المتحدة، و تختص بشكل أساسي في مراقبة ورصد وتوثيق الجرائم وانتهاكات حقوق الإنسان ضد المدنيين في ليبيا، كما تعمل المنظمة على مناصرة الضحايا والعمل على مسائلة ومحاسبة المسؤولين عن الانتهاكات، وتسعى المنظمة لتقديم الجناة إلى العدالة، للحد من ظاهرة الإفلات من العقاب، ونشر ثقافة حقوق الإنسان. تعتمد منظمة رصد الجرائم في ليبيا في أعمالها على أبحاث استقصائية ميدانية يقوم بها فريق رصد في المنظمة في مختلف المناطق الليبية (برقة وفزان وطرابلس). تقوم هذه الأبحاث على التحقيق في وقائع انتهاكات حقوق الإنسان، من أجل الوصول إلى معلومات دقيقة حول الوقائع وملابساتها وهوية الضحايا والأطراف المنتهكة، كما توثق الشهادات والأدلة والقرائن والسجلات والوثائق ذات الصلة لفحصها والتحقق منها. ودعت المنظمة حكومة الوحدة الوطنية والسلطات في شرق ليبيا إلى إنهاء كافة الانتهاكات الحقوقية بما فيها الخطف والإخفاء القسري. طالبت منظمة رصد الجرائم في ليبيا، قوات حفتر بالتوقف عن استهداف التجمعات السكنية وتجنيب المدنيين الصراع المسلح والتقيد بالقانون الدولي الإنساني “قواعد الحرب”، وحمَّلتهم المسؤولية القانونية والأخلاقية لهذه الانتهاكات الجسيمة لحقوق الإنسان. وناشدت مجلس الأمن الدولي وبعثة الأمم المتحدة للدعم في ليبيا بتحمل مسؤولياتهم في حماية المدنيين في ليبيا، وإرسال لجنة تقصي حقائق للتحقيق في جرائم الحرب وتقديم مرتكبيها للعدالة. تتابع منظمة رصد الجرائم في ليبيا وضع حقوق الإنسان في ليبيا، وتتفاعل مع الانتهاكات يوميا من خلال النشر عبر منصاتها على فيسبوك وتويتر، وكذلك نشر بيانات عبر الموقع الإلكتروني وتقارير شهرية تلخص الانتهاكات الحقوقية التي تم رصدها وتوثيقها في كامل أنحاء ليبيا، كما تشارك المنظمة في التوقيع على بيانات مشتركة مع منظمات دولية ومحلية ذات اختصاصات مشترك. وتعمل المنظمة بشكل فاعل ضمن ائتلاف المنصة، وتعد عضو مؤسس في الشبكة الليبية لمناهضة التعذيب، وعضو في التحالف من أجل الجنايات الدولية. - Libya Crimes Watch (LCW) is a non-governmental, non-profit human rights organization established in 2019 at the initiative of independent human rights activists, registered in the United Kingdom, and mainly specialized in monitoring and documenting crimes and all human rights violations in Libya, and aims to spread a culture of human rights and work to bring criminals to justice . The Libya Crimes Watch Organization relies in its work on field investigative research carried out by a monitoring team in the organization in various Libyan regions. This research is based on investigating the facts of human rights violations, in order to obtain accurate information about the facts, their circumstances, the identity of the victims and the violating parties. It also documents testimonies, evidence, presumptions, records and related documents for examination and verification. The organization called on the Government of National Unity and the authorities in eastern Libya to end all human rights violations, including kidnappings and enforced disappearances. The Libya Crimes Watch Organization called on Haftar's forces to stop targeting residential communities, to spare civilians the armed conflict, and to abide by international humanitarian law "the rules of war", and held them legally and morally responsible for these grave human rights violations. It called on the UN Security Council and the United Nations Support Mission in Libya to assume their responsibilities to protect civilians in Libya, and to send a fact-finding committee to investigate war crimes and bring the perpetrators to justice. The Libya Crimes Watch Organization monitors the human rights situation in Libya, and interacts with violations daily by publishing on its Facebook and Twitter platforms, as well as publishing data on the website and monthly reports summarizing the human rights violations that have been monitored and documented throughout Libya. The organization also participates in signing the Joint statements with international and local organizations with common competencies. The organization works effectively within the Libyan platform, and is a founding member of the Libyan Anti-Torture Network and a member of the Coalition for the International Criminal Court. It is also a member of the KeepItOn coalition against the internet shutdown. (en)
