Gegründet 1935 als International Association of Hydraulic Engineering and Research, firmiert sie seit 2009 unter dem gegenwärtigen Namen. IAHR sieht sich als Interessenvertretung der globalen Wasserwirtschaft in deren gesamten Bandbreite von der Forschung über die Bautechnik bis zur Nachhaltigkeit. Die Organisation fördert die internationale Zusammenarbeit auf Gebieten wie der Exploration von Gewässern bis zu maritimen Fragen, die Erforschung zu den Risiken und Folgen von Überflutungen bzw. Hochwassern, umweltverträglicher Wasserwirtschaft sowie allen Variationen im Zusammenhang mit gefrorenem Wasser (Eis), von den Gletschern der Berge bis zu den arktischen Eiswüsten. Aber auch Fragen zum Bau von Wehren, Deichen und Staudämmen, Flussbegradigungen und die Renaturierung stehen auf ihrer Agenda. IAHR versteht sich als eine Gesellschaft zur Förderung und Unterstützung der Theorie (Forschung) und der Praxis, wobei insbesondere der Nachhaltigkeit im Kontext zum Wasserressourcen-Management und der industriellen Verwendung des Wassers eine besondere Rolle spielt. Um die Ziele, die sich IAHR gesetzt hat zu erreichen, verfügt sie über eine Vielzahl von freiwilligen und ehrenamtlichen Mitgliedern, die mit Arbeitsgruppen, Forschungstagungen, Kongressen, Spezial-Konferenzen und Workshops die Impulse geben. Abgerundet werden diese Aktivitäten mit Fachzeitschriften in Zusammenarbeit mit internationalen Organisationen wie UN-Water, UNESCO, WMO, IDNDR, , ICSU aber auch in Kooperation mit nationalen Körperschaften, die in Beziehung zu dieser Materie stehen. So publiziert IAHR gemeinsam mit den Verlagen Taylor & Francis und Elsevier eine Reihe von Fachzeitschriften wie das Journal of Hydraulic Research, das Journal of River Basin Management, das Journal of Water Engineering and Research, das Revista Iberoamericana del Agua RIBAGUA, das Journal of Ecohydraulics und das Journal of Hydro-Environment Engineering and Research mit der Korean Water Resources Association. Dazu noch ein vierteljährlich erscheinendes Magazin mit dem Namen Hydrolink zusammen mit einigen E-Zines. Die Aktivitäten von IAHR werden von ca. hundert gewählten aber ehrenamtlichen Wissenschaftlern aus allen Kontinenten getragen; unterstützt von professionellen Sekretariaten mit Büros in Madrid, im Auftrag des Konsortiums Spain Water (Centro de Estudios y Experimentación de Obras Públicas (CEDEX), Direccion General del Agua, Direccion General de Costas, MAPAMA in Spanien), und dem Büro in Peking (China), das von der , Suez und Hydromodel gesponsert wird. IAHR accomplishes its goals by a wide variety of member activities, including international networking, events, publications and advocacy and international co-operation. The activities of IAHR are carried out by two full-time professional secretariats with offices in Madrid, Spain, which is hosted by the consortium Spain Water (CEDEX, Dirección General del Agua, Dirección General de la Costa y el Mar, Spain), and in Beijing, China, hosted by IWHR. The governing body of the association is a council elected by member ballot every two years. The current president is Prof. Joseph Hun-wei Lee (Hong Kong, China). IAHR 회장에는 홍콩 과학기술대학의 Dr. Joseph Hun-wei Lee 교수, America 지역 부회장에는 미국 콜로라도 주립 대학교의 Dr. Robert Ettema 교수가 우효섭 교수와 함께 새롭게 선촐되었으며, 기존의 Europe 지역 부회장인 독일 Stuttgart 대학의 Dr. Silke Wieprecht 교수와 함께 회장단을 구성하게 되었다. IAHR은 지역별 효율적인 학회 운영을 위해 Asia and Pacific, Latin America, Africa, Europe, Middle East and North Africa 등 총 5개의 지역별 분과를 운영하고 있다. 각 지역 분과는 2년마다 개최되는 분과별 국제학회를 통해 해당지역과 관련 있는 수공학 이슈에 대한 이해를 증진시키기 위해 노력하고 있다. 이 중 우리가 속한 IAHR-APD(Asia and Pacific Regional Division)는 1973년에 조직되었으며, 현재 뉴질랜드 Unitec Institute of Technology의 De Costa, Gregory 교수가 2019년부터 회장, 인도네시아 Universitas Gadjah Mada의 Radianta Triatmadia 교수가 부회장으로 활동하고 있다. 특히 우리나라는 2018년 IAHR–APD 사무국 유치에 성공하여 한국건설기술연구원에서 현재 사무국을 운영하고 있으며, 김원 선임연구위원이 사무국장으로 활동하고 있다.
