- El Instituto Costarricense de Electricidad (ICE) es una empresa estatal que brinda servicios de electricidad y telecomunicaciones en Costa Rica. Forma parte del junto a (RACSA), la (CNFL) y Gestión Cobro S.A. Nació como una el 8 de abril de 1949 por el Decreto–Ley No. 449 durante la administración de la Junta de Gobierno tras la Guerra Civil de Costa Rica de 1948, con el fin de solucionar los problemas de escasez eléctrica que se presentaron en Costa Rica en la década de 1940. Desde 1963 brinda el servicio de telecomunicaciones en todo el país. El intento de reformas para el ICE por medio de un conjunto de leyes durante los años 1999 y 2000 generó una gran movilización social lo que se conoció como el "Combo del ICE". El partido oficialista en ese momento, el Partido Unidad Social Cristiana (PUSC) y el principal partido opositor, Liberación Nacional (PLN) estaban de acuerdo en los cambios para la institución. Mientras, la oposición ciudadana llegó a 274 protestas en 14 días. Tras la aprobación del Tratado de Libre Comercio (TLC) entre Estados Unidos, Centroamérica y República Dominicana, el mercado de telecomunicaciones se abrió para empresas privadas. Desde 2011, las telefónicas Liberty Latin America de Estados Unidos (antes Telefónica de España) y América Movil de México, por medio de Liberty (antes Movistar Costa Rica) y Claro respectivamente, compiten contra el ICE en el mercado celular. Together with the Radiographic Costarricense SA (RACSA) and Compañía Nacional de Fuerza y Luz (CNFL), they form the ICE Group. ICE was founded on 8 April 1949 by Decree-Law No. 449, after the Costa Rican Civil War of 1948, in order to solve the problems of power shortages that occurred in Costa Rica in the 1940s. Since 1963, ICE provides telecommunications services throughout the country. The attempts to reform ICE throughout a set of laws in the years 1999 and 2000 generated a great social mobilization, including the 2000 Costa Rican protests. The ruling party at that time, the Social Christian Unity Party, and the main opposition, National Liberation Party, agreed to change the institution. Meanwhile, the citizen opposition reached 274 protests in 14 days. Following the Dominican Republic–Central America Free Trade Agreement, the telecommunication market was opened to private companies. Since 2011, América Móvil through Claro Americas and Telefónica through Movistar, are competing against ICE in the Costa Rican mobile market. In 2021, ICE Group generated an annual operating income of around $2.194 billion. (en)
