On July 5, 2003, an agreement of 3-party joint cooperation was signed by Lu Yongxiang (Director-General of Chinese Academy of Sciences), Huang Huahua (Provincial Governor of Guangdong Province) and Zhang Guangning (Mayor of Guangzhou City).
