Brigadier General William Albert Matheny, (June 5, 1902 – August 8, 1973) a native of Carrington, North Dakota, entered the Army Air Corps as a flying cadet in February 1928, two years after his graduation from Marquette University, Milwaukee, Wisconsin, with a degree in electrical engineering. Prior to his assignment as chief of staff Allied Air Forces Northern Europe with headquarters at , General Matheny commanded the 31st Air Division, Fort Snelling, Minnesota.
