Amb aquesta operació es pretenia despistar als comandants militars de l'Eix sobre la localització de l'esperat assalt aliat a la Mediterrània i retirar l'atenció i els recursos de Sicília. Indicava específicament una invasió a través dels Balcans, mitjançant els moviments de tropes, el trànsit radiofònic, el reclutament d'intèprets de grec, l'adquisició de mapes de Grècia i l'Operació Carn Picada. Els aliats van crear un exèrcit fictici, el 12è Exèrcit a la Mediterrània Oriental, consistent en 12 divisions fictícies. Hitler sospitava que els aliats provarien d'envair Europa a través dels Balcans, i Barclay serví per reforçar-li l'opinió. La distracció va assolir l'èxit. Zu diesem Zweck wurde eine Scheinarmee (die „Twelfth Army“ mit 12 Divisionen) erschaffen, die mit scheinbaren Truppenbewegungen und starkem Funkverkehr eine Truppenkonzentration im östlichen Mittelmeerraum vortäuschen sollte. Bereits im Vorfeld hatte die erfolgreich verlaufene Operation Mincemeat, bei der den Deutschen bewusst falsche Pläne in die Hände gespielt worden waren, einen zweigeteilten alliierten Operationsplan mit Invasionen in Sardinien und Südfrankreich sowie im Balkanraum suggeriert. Nun wurde der Eindruck einer geplanten Invasion auf dem Balkan durch das Anwerben griechischer Übersetzer und der Beschaffung entsprechender Karten im Rahmen der Operation Barclay weiter verstärkt. Die alliierten Maßnahmen zur Verschleierung ihrer Invasionspläne waren insgesamt ein voller Erfolg, das Oberkommando der Wehrmacht nahm eine weit höhere Anzahl an alliierten Truppen im östlichen Mittelmeer an, als tatsächlich der Fall war. Obwohl Mussolini weiterhin von Sizilien als wahrscheinlichstem Invasionsziel ausging, war Hitler fest davon überzeugt, dass die Landungen auf Sardinien, Korsika und in Griechenland erfolgen würden. Als Folge davon wurden Verstärkungen dorthin beordert und auch die italienische Flotte konzentrierte sich auf die Adria, weg von Sizilien. Damit erreichte die darauf folgende Operation Husky bei der Invasion Siziliens den gewünschten Überraschungseffekt. Zum Zeitpunkt der Invasion standen auf Sizilien lediglich zwei deutsche und vier italienische Divisionen zur Verteidigung bereit. (de)

Operation Barclay used bogus troop movements, radio traffic, recruitment of Greek interpreters, and acquisition of Greek maps to indicate an invasion through the Balkans. Operation Barclay created a sham army in the eastern Mediterranean: the Twelfth Army consisting of 12 fictitious divisions. Adolf Hitler suspected that the Allies would invade Europe through the Balkans, and Barclay served to reinforce this. As part of Barclay the British also launched Operation Mincemeat, where faked documents were planted via Spain, and Operation Waterfall, in which a decoy invasion force was assembled in Cyrenaica. To reinforce the impression that an Allied invasion was imminent the Special Operations Executive (SOE), in co-operation with the Greek andartes, mounted Operation Animals, a series of attacks on rail and road networks. The deception was successful. The German High Command concluded there was a greater concentration of Allied forces in the eastern Mediterranean than was the case and held to this assessment, making subsequent deceptions more credible. German forces in the Balkans were reinforced from 8 to 18 divisions, and the Italian fleet diverted into the Adriatic Sea. The Allied invasion of Sicily thus achieved surprise. The greatly increased number of German occupying forces in Greece resulted in negative consequences for the Greek Resistance. Wide-ranging counterguerrilla operations were carried out, culminating in mass reprisals such as the Massacre of Kalavryta and Distomo massacre. (en)
