Luis Felipe Ramón y Rivera (August 23, 1913 - October 22, 1993) was a Venezuelan musician, composer and writer. Director of several orchestras and the founder of The National Typical Orchestra, he was also for twenty years the director of the National Institute of Folklore. He founded the International Foundation of Ethnomusicology and Folklore (now Centro de La Diversidad Cultural) in 1988 and donated the bulk of his estate to it when he died. He authored more than 20 works of Venezuelan folklore.

Tant el seu pare, Andrés de Jesús Ramón i Becerra, un sabater de descendència espanyola i de naixement colombià, com la seva mare Eva María Carreño de Ramón tenien un gran talent musical, que li van traslladar. Estudià a l'Escuela Superior de Música de Caracas entre els anys 1928 i 1934. Els seus estudis van incloure violí, teoria musical i solfeig. Exercí d'intèrpret de viola en diferents formacions de la capital. El 1939 tornà a San Cristóbal, la seva ciutat natal, i exercí com a professor de música a l'Escuela de Artes y Oficios.
