Baron Jules Victor Anspach (20 July 1829 – 19 May 1879) was a Belgian politician and mayor of the City of Brussels, best known for his renovations surrounding the covering of the river Senne (1867–1871). He is buried in Brussels Cemetery. The Boulevard Anspach/Anspachlaan, one of the central boulevards created by his massive renovations of the city, and the main artery in downtown Brussels today, bears his name.

Jeho otec François byl poslancem belgického parlamentu. Jules studoval právo na Svobodné bruselské univerzitě (která v době jeho života byla ještě jednotnou organizací). Stal se doktorem práv a v roce 1963 také starostou města Bruselu ve věku 34 let. Úřad starosty metropole Belgie zastával až do své smrti. Ve funkci nařídil rozsáhlé urbanistické úpravy města, které byly srovnatelné snad jen s přestavbami Paříže pod taktovkou barona Haussmanna. V Bruselu poloviny 19. století se navíc rozšířila cholera, což bylo dalším vhodným důvodem pro přestavbu metropole. Jules Anspach estudió derecho en la Universidad Libre de Bruselas (en la actualidad dividida entre la Université Libre de Bruxelles y la Vrije Universiteit Brussel) donde se doctoró como Doctor de Leyes.
