Jesús Silva-Herzog Flores, born as Jesús Silva y Flores (8 May 1935 — 6 March 2017) was a Mexican economist and politician affiliated with the Institutional Revolutionary Party (PRI). He served as secretary of Finance and Public Credit in the cabinet of President Miguel de la Madrid (1982–1986), as ambassador to Spain (1991–1994) and the United States (1995–1997), and as secretary of Tourism (1994) in the cabinet of Carlos Salinas de Gortari.

Herzog was de zoon van Jesús Silva Herzog Márquez. Hij studeerde economie aan de Nationale Autonome Universiteit van Mexico (UNAM) en aan Yale University. Van 1963 tot 1969 was hij docent economie aan de UNAM en later het Colegio de México. In 1977 werd hij directeur van de Banco de México. In 1979 werd hij onderminister van haciënda onder president José López Portillo en vervolgens minister van haciënda onder Miguel de la Madrid. Van 1993 tot 1994 was hij minister van toerisme. (nl)
