Jelko Kacin (born 26 November 1955) is a Slovenian politician. During the Slovenian Independence War, he was the Secretary of Information of Slovenia. He founded the Slovenian Press Agency on 3 June 1991 and the war (also called the Ten-Day War) started on 27 June 1991. He is the former president of the Liberal Democracy of Slovenia and member of the bureau of the Alliance of Liberals and Democrats for Europe, who sat on the European Parliament's Committee on Foreign Affairs.

Nach dem Erwerb des Diploms in Militärwissenschaften war Kacin in Kranj zunächst als Referendar der Gemeindeverwaltung, später als Berater für Verteidigungsfragen und Wehrausbildung tätig. 1988 wurde er Stabschef des kommunalen Zivilschutzes, 1993 stieg er bei Adria Karavan in Novo mesto in der Marketing-Abteilung ein.
