George Foster Shepley (January 1, 1819 – July 20, 1878) was an officer in the Union Army during the American Civil War, military governor of Louisiana and a United States circuit judge of the United States Circuit Courts for the First Circuit.

Han var mellan 1862 och 1864 guvernör i den del av Louisiana som ockuperades av nordstaternas armé. Shepleys uppgift som guvernör mellan 1862 och 1864 innebar att han fungerade som en mellanhand mellan USA:s regering och medborgare i de parisher som ockuperades av nordstaternas armé.
