The 1999–2000 strike and shutdown of the UNAM (National Autonomous University of Mexico, the largest university in Latin America) had its origins in the January 1999 announcement by its latest rector that tuition would increase significantly and graduation requirements would become more restrictive.   • La huelga estudiantil de la UNAM de 1999-2000 fue un movimiento que se inició el 20 de abril de 1999 en protesta contra las modificaciones del Reglamento General de Pagos (RGP) de la Universidad Nacional Autónoma de México, una de las más importantes instituciones de educación media-superior, superior y de posgrado en México.​​ El 15 de marzo de 1999 se aprobó en el pleno del Consejo Universitario una modificación al Reglamento General de Pagos (RGP) que el entonces rector de la UNAM, Dr. Francisco Barnés de Castro, presentó ante el pleno del Consejo Universitario (máximo órgano de toma de decisiones de la institución); con este hecho las erogaciones que la comunidad universitaria tenía que hacer por conceptos de inscripción, cuota semestral y servicios, entre otras, adquirían el carácter de obligatorias. Las modificaciones aprobadas al RGP se sumaban a una larga serie de reformas administrativas y a los modelos y planes de estudio, impulsadas por las autoridades universitarias.​​Entre las que se encontraban la reforma al pase reglamentado de 1997 y que los estudiantes consideraban antidemocrática. La huelga en la UNAM de 1999-2000 fue, durante el tiempo que duró conflicto, y tema de discusión permanente en los medios de comunicación de México.
