Youssef Khalil is a Lebanese economist and politician who serves as Minister of Finance in the Najib Mikati cabinet since 2021. Khalil joined the Banque du Liban as an economist in 1982, where his most recent appointment was as Executive director of BDL's Financial Operations department. He is also a part-time lecturer at the American University of Beirut, where his main emphasis has been on Development Economics. Khalil is the co-founder and president of the Association for the Development of Rural Capacities (ADR), an NGO with projects pertaining to low income housing, microfinance, vocational training agricultural development.

Urologue réputé pour sa fibre sociale, il se présente pour la première fois aux élections législatives de 1996 au Kesrwan, en dehors de toute liste électorale. Il réalise un score très honorable, mais n'accède pas au Parlement. En 2000, c'est à la tête d'une liste complète qu'il affronte les urnes, sans succès une nouvelle fois, mais il prouve l'importance de son poids électoral dans la région. Youssef Khalil est aujourd'hui membre du Bloc de la réforme et du changement.

Khalil begann 1982 zunächst bei der Zentralbank zu arbeiten, bevor er seine jetzige Position als Direktor der Abteilung für Finanzoperationen des Instituts übernahm. Khalil ist auch der Vorsitzende der 2015 gegründeten Libanese Microfinance Association, die von der United States Agency for International Development gefördert wird. Er ist auch Dozent an der Amerikanischen Universität Beirut in Beirut. Khalil gehört der schiitischen Bevölkerungsgruppe an. Der neue Finanzminister ist seit Oktober 2019 Gegenstand einer gerichtlichen Untersuchung unter der Leitung von Richterin Ghada Aoun wegen der Manipulation des Kurses des libanesischen Pfunds. Ihm wird vorgeworfen, mit bestimmten libanesischen Banken zusammengearbeitet zu haben, darunter der SGLB und bestimmten Geldwechsler wie Mecataf, indem sie mit Zustimmung des Gouverneurs der Banque du Liban selbst große Mengen libanesischer Pfund zum Kauf von Fremdwährungen zur Verfügung stellen und damit zu einer Verschlechterung des Preises des libanesischen Pfunds führen. Des contacts avec le général Michel Aoun s'établissent en 2005 et c'est sur la liste du chef du Courant patriotique libre que Youssef Khalil sera élu député maronite du Kesrwan, avec plus de 62 % des suffrages, juste derrière l'ancien Premier ministre. Il est réélu en 2009. Youssef Khalil est aujourd'hui membre du Bloc de la réforme et du changement.

He is the author of several published articles on Economic Development in Lebanon and the region, and an invited speaker and participant in numerous national and international conferences and workshops. Khalil is an active member at a number of non-governmental organizations, including the Euro-Arab Association for Development and Integration (READI) and the president of Teach for Lebanon (TFL), the Lebanese Microfinance Association (LMFA), and the Lebanese Jiu-jitsu Federation.
