WR grundades 1884 som International Rugby Football Board (IRFB), men när IRFB 1997 flyttat från London till Dublin ändrade man 1998 namnet till International Rugby Board. A Austrália, Nova Zelândia e África do Sul tornaram-se membros plenos em 1949. A França tornou-se membro em 1978 e oitenta membros se juntaram de 1987 a 1999. O Conselho foi rebatizado como International Rugby Board (IRB) em 1998 e assumiu o nome atual de World Rugby em novembro de 2014. (pt)
