The Verkehrsverbund Oberelbe (Upper Elbe Transport Association or VVO) is a transport association run by public transport providers in the Saxon Elbeland area of the German state of Saxony. The VVO area comprises the city of Dresden, together with the districts of Meißen and Sächsische Schweiz-Osterzgebirge, and the north-western part of the district of Bautzen. On 24 May 1998, a uniform public transport tariff system was adopted by the VVO's member companies. The joint area is divided into 21 tariff zones, the largest of which extends over the entire city of Dresden.

| - Der Verkehrsverbund Oberelbe (VVO) ist ein Verkehrsverbund des öffentlichen Nahverkehrs (ÖPNV) im Großraum Dresden. In den Verkehrsmitteln der Partnerunternehmen gilt seit dem 24. Mai 1998 ein einheitliches Flächentarifsystem. Der Zweckverband Verkehrsverbund Oberelbe (ZVOE) ist ein Zweckverband der Landeshauptstadt Dresden und der drei umliegenden Landkreise. Ihm obliegen – jeweils auf das Verbandsgebiet bezogen – insbesondere die SPNV-Aufgabenträgerschaft, die Festlegung eines einheitlichen Tarifs, einheitlicher Tarifbestimmungen und einheitlicher Beförderungsbedingungen sowie die Koordination des Öffentlichen Personennahverkehrs einschließlich Fahrplänen, Marketing und Einnahmeaufteilung. Weitere Aufgaben sowie zahlreiche organisatorische Belange regelt seine Satzung. Der Zweckverband bedient sich zur Erledigung seiner Aufgaben der Verkehrsverbund Oberelbe GmbH. Der Zweckverband hat keine eigenen hauptamtlichen Bediensteten. Vorsitzender des Zweckverbands ist seit 2016 Michael Harig, Landrat des Landkreises Bautzen, der zugleich auch Vorsitzender des östlich angrenzenden Zweckverbands Verkehrsverbund Oberlausitz-Niederschlesien ist.
