Van 2003 tot 2008 was hij de achtste burgemeester van Jeruzalem sinds de stichting van de staat Israël in 1948 en daarmee de eerste van ultraorthodoxen huize. Zijn verkiezing was het gevolg van het groeiend percentage ultraorthodoxe joden in Jeruzalem dat tijdens zijn burgemeesterschap ongeveer dertig procent bedroeg. In 2014 werd Lupolianski veroordeeld voor corruptie inzake de ontwikkeling van het woningbouwcomplex 'Holyland' in Zuid-Jeruzalem. De omkoopsom had hij echter niet in eigen zak gestoken maar gedoneerd aan een Jeruzalemse liefdadigheidsinstelling voor arme inwoners. (nl)

Es miembro del partido Yahadut Hatorah, cargo en el que sucedió a Ehud Ólmert. Fue el primer judío ultraortodoxo (haredí) que ocupó ese puesto. Fundador en 1976 de la organización Yad Sarah que ofrece atención médica al conjunto de la población, recibió muchas condecoraciones, entre ellas el Premio Israel por su actividad encabezando este organismo. Po ukończeniu edukacji służył w izraelskiej armii, a następnie był nauczycielem w szkole religijnej w Jerozolimie. W 1976 utworzył organizację Yad Sarah, która zajmuje się pomocą i wypożyczaniem sprzętu rehabilitacyjnego dla osób starych i chorych w Izraelu. Obecnie w 96 oddziałach organizacji pracuje około 6000 ochotników. Za pracę w Yad Sarah Lupolianski otrzymał wiele nagród. Jest żonaty, ma 12 dzieci. (pl)
