Count Rudolf (living 944), was a count in Lower Lotharingia, who apparently held possessions in Hesbaye and the nearby Meuse river. He was a son of Reginar II, Count of Hainaut, and thus a member of the so-called Regnarid dynasty. There are no records which designate him clearly as count of any specific whole geographical county. Counties called Avernas and Huste were counties belonging to a count or counts named Rudolf in this period, and it has been proposed that this may have been the brother of Reginar.

Governava el Maasgau segons resulta de carta del 7 d'octubre del 950. A Hesbaye apareix després d'aquesta data, en concret en una donació al bisbat de Lieja el 4 de juliol del 952. Esmentat en una carta del 17 de gener del 966 l'esmenta en passat, però el 24 de gener del 966 apareix fent una donació; el 958 fou desposseït junt amb el seu germà i aquest enviat a Bohèmia.
