Alphonse Daniel Ntumba Luaba Lumu was the Executive Secretary of International Conference on the Great Lakes Region from December 2011 until 2016. He previously served as the Human Rights Minister of the Democratic Republic of the Congo (DR of the Congo). Prior to this appointment, he was a Professor of Public International Law in Kinshasa. He was one of the persons, who represented the DR of the Congo at the International Court of Justice at the Hague.[1]
