Ce fut le 13e système nommé, le sixième à atteindre le seuil ouragan, le deuxième à devenir un ouragan majeur et le troisième plus intense de la saison cyclonique 1995 dans l'océan Atlantique nord. Formé au sud-est des îles du Cap-Vert fin août, cet ouragan capverdien a traversé au début de septembre l'île de Barbuda et frôlé les îles de Saint-Barthélemy et Saint-Martin, causant des dégâts catastrophiques sur l'île franco-néerlandaise avant de remonter vers le nord puis se diriger vers l'île de Terre-Neuve.
