The group's main objective as set out in report, was to “recommend a refocus on rangatiratanga Māori”. The report has been described as a roadmap to achieving Vision 2040, the year by which it hopes the report's objectives are achieved. The year 2040 also marks the 200th anniversary of the signing of the Treaty of Waitangi. The results of the working group remained hidden from public view until early 2021, when it was leaked to the National and ACT parties, causing significant controversy and a debate on the constitutional foundation of the country.
