The artwork DER BEVÖLKERUNG by Hans Haacke was as commissioned and installed in 2000. It was erected in the north courtyard of the German Reichstag building in the year 2000 by resolution of the German Bundestag. The work consists of a trough measuring 21 x 7 meters, bounded by wooden beams, from the center of which the words "DER BEVÖLKERUNG" ("To the Population") radiate toward the sky in white neon letters. The words can be seen from all levels of the building: from the assembly hall, the floor reserved for the political parties and the press, as well as by visitors on the roof. The public funds allocated to the project were the equivalent of approx. 200,000 euros. The artwork was realized within the framework of the Reichstag's art in architecture program.

Die Arbeit bezieht sich auf den Schriftzug „DEM DEUTSCHEN VOLKE“ am Reichstag, was insbesondere durch die Wahl der gleichen, von Peter Behrens entworfenen Schrift unterstrichen wird. Der Künstler betont den Bedeutungsunterschied zwischen Volk und Bevölkerung: Der Begriff Bevölkerung schließt alle Menschen ein, die in einem Land leben. Hans Haacke hat sich bei seiner Aktion von einem Satz Bertolt Brechts inspirieren lassen: „Wer in unserer Zeit statt Volk Bevölkerung […] sagt, unterstützt schon viele Lügen nicht.“ Mitglieder des Deutschen Bundestages sind eingeladen, Erde aus ihrem Wahlkreis in die Arbeit einzubringen. Die Pflanzen wachsen aus zufällig gelandeten oder in den Erdbeiträgen enthaltenen Samen. Das im Laufe der Zeit frei wachsende Biotop soll unangetastet bleiben.In einer weiteren, 2017 für die Documenta 14 konzipierten Arbeit greift Hans Haacke die Terminologie und die damit verbundenen Debatten auf: Wir (alle) sind das Volk. Seitdem wurde die jeweils ortsspezifisch angepasste Arbeit in Form von Flaggen und Bannern mehrfach international gezeigt. (de)
