D'anciens agents des services secrets algériens (exilés) ont affirmé, à partir de 1997, que Zitouni et ses semblables travaillaient pour l'armée algérienne (en tant qu'infiltrés au sein du GIA), et pratiquaient une politique de contre-insurrection par la terreur, destinée à rompre le lien et la sympathie que la population avait pour les insurgés qui combattaient la junte militaire.
