Per Høybråten (8 March 1932 – 21 December 1990) was a Norwegian politician for the Christian Democratic Party. From 1963 to 1966 he was the chairman of the Youth of the Christian People's Party, the youth wing of the Christian Democratic Party. He served as a deputy representative to the Norwegian Parliament from Oslo during the term 1973–1977. On the local level, Høybråten was a member of Oslo city council from 1967 to 1987, serving as deputy mayor during the terms 1975–1979 and 1979–1983. He chaired the local party chapter from 1981 to 1983.
