Walter FitzUryan Rice, 7th Baron Dynevor (17 August 1873 – 8 June 1956) was a British military officer, civil servant and Conservative politician. He was the only son and heir of the 6th Baron Dynevor.

Baron of Dynevor und dessen Frau Selina Lascelles, einer Enkelin des , geboren. Er besuchte das Eton und das Christ Church College in Oxford. Ab 1898 übernahm er die Verwaltung der Familiengüter in Wales, dazu übernahm er mehrere Ämter, darunter von 1899 bis 1903 das des Privatsekretärs von George Francis Hamilton, des Secretary of State for India und von 1903 bis 1905 das des Privatsekretärs von Frederick Campbell, 3. Earl Cawdor, des Ersten Lords der Admiralität. 1910 wurde Rhys als Abgeordneter für Brighton und Hove in das House of Commons gewählt, doch nach dem Tod seines Vaters im Juni 1911 erbte er den Titel Baron Dynevor, so dass er zugunsten seines Sitzes im House of Lords sein Mandat niederlegte. Während des Ersten Weltkriegs arbeitete er von 1916 bis 1918 im Ministry of Munitions. Zu seinen weiteren Ämtern gehörten das eines Vertreters im Carmarthenshire County Council von 1919 bis 1935 und von 1938 bis 1948 das des Lord Lieutenants von Carmarthenshire. Von der Weltwirtschaftskrise wurde das durch Bergbau und Stahlindustrie geprägte Südwales schwer getroffen, und durch Arbeitsbeschaffung und verschiedene andere Maßnahmen versuchte Rhys die Not der Bevölkerung zu mildern. Mit Ausbruch des Zweiten Weltkriegs stellte er seinen Wohnsitz Newton House dem Militär zur Verfügung. 1946 verkaufte er seinen Anteil an den Industrieanlagen von Neath Abbey. 1898 heiratete er Margaret Child-Villiers, die älteste Tochter von Victor Child Villiers, 7. Earl of Jersey. Das Paar hatte vier Kinder: * Charles Arthur Uryan Rhys, 8. Baron Dynevor (1899–1962) * Elwyn Villiers Rhys (1900–1966) * Imogen Alice Rhys (1903–2001) * David Reginald Rhys (1907–1991) Rhys galt als traditionsbewusst und war sich seiner walisischen Abstammung von Rhys ap Thomas stets bewusst. Mit Genehmigung des Königs änderte er 1916 die Schreibweise seines Nachnamens in Rhys.
