Sir Thomas Phillipps, 1st Baronet (2 July 1792 – 6 February 1872), was an English antiquary and book collector who amassed the largest collection of manuscript material in the 19th century. Ele era o filho ilegítimo de um fabricante têxtil que herdou uma parte substancial que ele gastou quase inteiramente em velhos manuscritos, e ao fazê-lo colocar a sua família em dívida. Por esta devoção que ele adquiriu alguns livros impressos e 40000 e 60000 manuscritos, indiscutivelmente a maior colecção que uma única pessoa criou, e ele mesmo cunhou o termo "vello-maniac " para descrever sua obsessão. Durante sua vida útil Phillipps tentou virar a sua recolha ao povo britânico e correspondeu com o então chanceler do Tesouro-Disraeli, a fim de que sua coleção deveria ser adquirido pela Biblioteca Britânica.
