- Thomas Phillipps, 1st Baronet (Manchester, 2 de julio de 1792 — Cheltenham, 6 de febrero de 1872) fue un coleccionista de libros y anticuario británico. Se hizo famoso por reunir la mayor colección de material manuscrito en el siglo XIX d. C., debido a su severa condición de bibliómano. Acumuló cerca de 40.000 ejemplares de libros y 60.000 manuscritos que llenaron su mansión. Llegó al extremo de adquirir grandes lotes de papeles oficiales de una notaría pública que estaban a punto de desecharse. Hizo que su primera esposa e hijos le ayudaran a clasificar cada uno de los ejemplares, muchos de ellos adquiridos por kilo. "Quiero tener todos los libros del mundo", le escribió a un amigo. El único lugar que no estuvo ocupado fue un rincón donde su esposa guardaba sus vestidos. Esta manía lo llevó a perder su fortuna, y causó el desgaste físico y emocional de sus esposas durante los dos matrimonios que tuvo. Gran parte de su colección quedó sin clasificar, y tuvieron que pasar más de 50 años para que buena parte de ella terminara en distintas bibliotecas de Europa y el Reino Unido (es)

Phillipps recorded in an early catalogue that his collection was instigated by reading various accounts of the destruction of valuable manuscripts. Such was his devotion that he acquired some 40,000 printed books and 60,000 manuscripts, arguably the largest collection a single individual has created, and coined the term "vello-maniac" to describe his obsession, which is more commonly termed bibliomania. Ele era o filho ilegítimo de um fabricante têxtil que herdou uma parte substancial que ele gastou quase inteiramente em velhos manuscritos, e ao fazê-lo colocar a sua família em dívida. Por esta devoção que ele adquiriu alguns livros impressos e 40000 e 60000 manuscritos, indiscutivelmente a maior colecção que uma única pessoa criou, e ele mesmo cunhou o termo "vello-maniac " para descrever sua obsessão. Durante sua vida útil Phillipps tentou virar a sua recolha ao povo britânico e correspondeu com o então chanceler do Tesouro-Disraeli, a fim de que sua coleção deveria ser adquirido pela Biblioteca Britânica. As negociações revelaram infrutíferas e, a prazo, a dispersão de sua coleção teve mais de 100 anos. Phillipps's estipulava que seus livros deveriam permanecer intactos no ,e também que os não ou estrangeiros deveriam reorganizar-los e que os não católicos deveriam ser autorizados a visualizá-la.
