- Prozorro (Ukrainian: Прозоро – transparent, clear) is a public electronic procurement system where state and municipal customers announce tenders to purchase goods, works and services, and business representatives compete for the opportunity to become a state supplier. Prozorro is a result of the collaboration between the Ukrainian government, the business sector, and civil society. This system was developed by the reputable international anti-corruption organization Transparency International Ukraine with a help of volunteers, NGOs, the business community and state bodies of Ukraine, the fund, the EBRD, and other partners. During the pilot stage of the project, Transparency International Ukraine was administering the development of the system: the Prozorro central database and several additional modules. Innovative technologies help to ensure the system’s transparency and monitoring: currently, there are the analytics modules Qlik, public (bi.prozorro.org) and professional (bipro.prozorro.org). In December 2015 all ownership and relevant intellectual property rights for Prozorro system have been transferred to the state enterprise designated by Ministry of Economic Development and Trade of Ukraine. Ukraine, similarly to other developing countries, suffers from ineffectiveness and corruption in the public services sphere. In particular, the public procurement sector's inefficiency brings multi-billion losses. For example, nearly ₴250 billion (over US$10 billion dollars) were spent in Ukraine in 2014 for the procurement of goods, services, and works for public needs. According to international research, the usage of the e-Procurement system saves at least 10% of the procurement budget. Applying simple math - 10B*10%/365 days, 2.7 million dollars can be saved each day. The Ministry of Economic Development and Trade of Ukraine (MEDT) received support from European Bank for Reconstruction and Development (EBRD) with the drafting of the new e-Procurement policies and legislation as well as implementing e-Procurement solution country-wide. From April 1, 2016, the Prozorro system is mandatory for central authorities and monopolists, and from August 1, for all other government customers. (en)
- Prozorro (ukrainien : Прозоро — transparent, clair) est un système électronique de passation des marchés publics et un symbole de la réforme dramatique des marchés publics en Ukraine. En décembre 2015, la propriété totale et tous les droits de propriété intellectuelle ont été transférés à l’entreprise d’État désignée par le Ministère du développement économique et du commerce de l’Ukraine. L’Ukraine, comme les autres pays en développement, souffre d'inefficacité et de corruption dans la sphère des services publics. En particulier, l'inefficacité du secteur des marchés publics entraîne des pertes de plusieurs milliards de dollars. Par exemple, près de 250 milliards de Hryvnias (plus de 10 milliards de dollars) ont été dépensés en 2014 en Ukraine, pour l’achat de biens, de travaux ou de services pour les besoins publics. Selon la recherche internationale, l’utilisation du système électronique de passation des marchés publics permet d'économiser au moins 10 % du budget total des achats publics. En appliquant le calcul simple - 10M * 10 % / 365 jours, on voit que 2,7 millions de dollars peuvent être économisés chaque jour. (fr)

Прозрачно – открыто) – украинская электронная система публичных закупок, где государственные и коммунальные заказчики объявляют тендеры на закупку товаров, работ и услуг, а представители бизнеса соревнуются на торгах за возможность стать поставщиком для государства. Prozorro — это результат сотрудничества между украинским правительством, бизнес-сектором и гражданским обществом. Эта система разработана авторитетной международной антикоррупционной организацией Transparency International Ukraine с помощью волонтеров, общественных организаций, бизнес-сообщества и государственных органов Украины, фонда WNISEF, ЕБРР и других партнеров. На пилотном этапе проекта Transparency International Ukraine администрировала разработку системы: центральной базы данных Prozorro и нескольких дополнительных модулей. Сфера публичных закупок регулируется Законом Украины «О публичных закупках», а главным нормотворцем в этой сфере является Департамент сферы публичных закупок при Министерстве развития экономики, торговли и сельского хозяйства Украины. Государственное предприятие «Прозорро» вместе с электронной системой Prozorro принадлежат государству Украина и подчиняются Кабинету Министров Украины . С 1 апреля 2016 система Prozorro является обязательным для центральных органов власти и монополистов, а с 1 августа – для всех остальных государственных заказчиков . (ru)

Прозоро — відкрито) — електронна система публічних закупівель, де державні та комунальні замовники оголошують тендери на закупівлю товарів, робіт і послуг, а представники бізнесу змагаються на торгах за можливість стати постачальником держави. Сфера публічних закупівель регулюється Законом України «Про публічні закупівлі», а головним нормотворчим органом у цій сфері є Департамент сфери публічних закупівель, який входить до складу Міністерства розвитку економіки, торгівлі та сільського господарства України ДП «Прозорро» разом з електронною системою Prozorro належать державі Україна та підпорядковуються Кабінету Міністрів України. З 1 квітня 2016 року система Prozorro є обов’язковою для центральних органів влади та монополістів, а з 1 серпня — для всіх інших державних замовників. (uk)
